Scouts of Brazil are proud to present Fernanda Soares as their official candidate for the Interamerican Scout Committee, for the 2025–2028 term.
At 40 years old, Fernanda is a dedicated Scouter with more than three decades of involvement in the Scout Movement, which has transformed her into a leader committed to the values of service, integrity, and adventure. Raised in the Scout spirit, her journey began in 1991 as a youth member in the 52nd/MG Duke of Caxias Scout Group, where she made her Promise and earned special badges. Since then, Fernanda has dedicated herself tirelessly to Scouting, taking on various roles that demonstrate her ability to inspire, lead, and innovate for the benefit of a stronger and more united youth.
With a wealth of years in volunteering, Fernanda has accumulated experience at local, national, and international levels. Still as a youth member, at 18 years old, she took on her first leadership role as a Scouter in the Cub Scout section, addressing an urgent need in her Scout group and learning firsthand the essence of “serving where we are needed.” At 24, she served as the general coordinator of a national activity, the 24th National Scout Moot. Today, she is a volunteer in the 21st Mangabeiras Scout Group, where she has already held the position of Director-President.
Fernanda was also Coordinator of the National Youth Network, where she contributed to fostering the empowerment of Brazilian youth, promoting dialogues and actions that continue to echo today in strengthening youth involvement in the UEB. Her global vision was solidified as Youth Advisor to the World Scout Committee and Member of the Subcommittee of the Profile of Scouting, where she represented the voice of youth in strategic forums, contributing to policies that shape the future of the Movement on a planetary scale.
In addition, Fernanda was a Delegate at the 2007 Interamerican Conference (Ecuador) and Sub-Chief of the Contingent at the 2008 Panamerican Moot (Cochabamba), as well as part of the WOSM task force for Youth Involvement (2017–2021).
As International Commissioner and National Director of International Relations for the UEB (2022–2025) and Deputy International Commissioner (2016–2019), she acted as a bridge between Brazil and the world of Scouting, ensuring alignment with global and regional resolutions.
Her academic and professional background further elevates her profile as a strategic leader. Graduated in International Relations, Fernanda complemented her expertise with specializations in Law, Logistics and International Business, and in Sports Business and Sports Law. As a lawyer and Master’s in Sports Law from, she is today an authority in governance and ethics in sports—areas that intertwine perfectly with Scouting’s principles of fair play and inclusion.
Her fluency in English and intermediate Spanish, combined with her professional role as International Manager of the UEB, where she negotiated with representatives from other countries and performed simultaneous translations, prepares her for the intercultural dialogue essential to the Interamerican Committee.
Fernanda’s experience in Scout events is vast: World Conferences (43rd in Egypt, 2024; 41st in Azerbaijan, 2017; 39th in Brazil, 2011; 38th in South Korea, 2008), World Youth Forums (11th in Brazil, 2011; 10th in South Korea, 2008), Interamerican Conferences (28th in Ciudad del Este, 2022; 26th in Houston, 2016; 23rd in Quito, 2007), World Jamborees (21st in the United Kingdom, 2007; 22nd in Sweden, 2011), and numerous National Congresses and Jamborees in Brazil. Her recognitions, such as the National Merit Diploma for the 7th National Jamboree (2018), the Saint George’s Cross Medal (2025), and the Gold Gratitude Medal (2019), attest to her transformative impact.
As the candidate of the Scouts of Brazil for the Interamerican Scout Committee, Fernanda brings a deep motivation: to strengthen regional policies with transparency, equity, and a focus on youth, honoring the privilege of representing Brazil at a crucial moment for the Interamerican Region. Her trajectory proves that she is the collaborative, proactive, and visionary leader that the Committee needs—someone who unites Scouting experience, legal expertise, and passion for global service.
